农民大学生培养计划赋能乡村振兴的理论与实践——基于湖南的案例分析

摘  要:提升农村人力资源开发质量和提高农民综合素质赋能乡村振兴,成为农业农村现代化进程中理论政策层面关注的重点。通过建立一个基于知识积累和技术进步的农业新增长理论模型,能够有效分析二元经济长期均衡发展过程中人力资本积累及其农业劳动有效性对农业增长的决定性作用,及其对农民收入的贡献。基于理论模型分析推论,对湖南农民大学生培养计划相关政策及其效应进行评价,结合农民大学生投身脱贫攻坚和乡村振兴的实践案例分析,探讨农民大学生在乡村人才振兴、组织振兴、产业振兴、文化振兴和生态振兴等方面的贡献及作用机制。在推动乡村全面振兴新阶段,涉农投资重心应从投资农村和农业转向投资农民,逐步实现传统小农向新型职业农民(高素质农民)的代际转换。Improving rural human resources and farmers’quality to empower rural revitalization is the focus of theoretical and policy attention in the process of agricultural and rural modernization.We develop a new agricultural growth model based on knowledge accumulation and technological progress,analyze the decisive role of agricultural growth in the long-term equilibrium of dual economy,as well as the contribution to farmers’income.Based on the conclusion of theoretical model analysis,this paper evaluates the relevant policies and effects of the“Peasant college student Training Program”in Hunan Province,and discusses the contribution and mechanism of peasant college students in rural talent revitalization,organizational revitalization,industrial revitalization,cultural revitalization and ecological revitalization in combination with the practical case analysis of peasant college students involved in poverty alleviation and rural revitalization.In the new stage of promoting the comprehensive revitalization of rural areas,the focus of agriculture-related investment should shift from investing in rural areas and agriculture to investing in farmers,and gradually realize the intergenerational transformation of traditional small farmers to new professional farmers(high-quality farmers).
