摘 要:职业教育高质量发展有赖于职教高考政策的有效支撑,职教高考政策变革是职教高考制度建设的重要组成部分。改革开放以来,我国职教高考制度先后经历了政策酝酿、政策规范、政策调整和政策突破等四个阶段。从渐进决策理论的视角来看,职教高考政策的变革过程体现为政策目标由量变向质变的渐进转化、基于以往决策和实践经验的渐变调试、多主体协同推动的政策改革进程等内在逻辑特征。展望未来,要坚持多元化政策价值取向,完善政策制定与执行的多主体协同机制,建立政策成效评估机制,坚持在渐进变革中达成政策目标,切实推进职教高考制度体系建设。The advancement of vocational education relies heavily on the efficacy of vocational college entrance examination policies.These policies play a crucial role in shaping the vocational education system.Since China’s reform and opening up,the vocational college entrance examination system has evolved through four stages:policy formulation,standardization,adjustment,and innovation.Through the lens of progressive decision theory,this evolution is characterized by a shift from quantitative to qualitative policy objectives,iterative adjustments based on past decisions and practical experience,and the dynamic equilibrium of policies shaped by multiple stakeholders.Looking ahead,the key to effective vocational college entrance examination policies lies in establishing diverse policy value orientations,enhancing coordination among stakeholders in policy formulation and implementation,implementing a policy effectiveness evaluation mechanism,and pursuing gradual reforms to achieve policy objectives.These efforts will contribute to the development of a robust vocational college entrance examination system.
