摘　　要：在地方危机不断升级、大学出现实力断层以及以往战略成效不足的时代背景下,韩国尹锡悦政府于2023年初开始推进以“RISE”和“地方全球大学”为核心的新一轮地方大学战略,将地方大学作为破解韩国社会问题、引领区域与国家创新发展的关键着力点。相较于以往地方大学战略,新一轮战略主张强化地方大学区域核心地位、集中培育高水平地方大学、推动高等教育权责下移以及激发地方自主创新潜能的战略转向,并通过部署战略遴选方案,分批选拔优势试点;依托地方自治基础,搭建战略实施系统;简化选拔评估程序,降低大学运作成本;开启官方角色转换,全面提供战略保障四方面举措积极加以推进。Against the backdrop of the escalating local crises,the power gap of universities,and the ineffectiveness of the previous strategies,the Yoon Suk Yeol administration of South Korea has launched a new round of local university strategy centered on"RISE"and"Local Global University"in early 2023,which aims to recognize local universities as a critical focus for solving Korea's social problems and leading the innovative development of the region and the nation.Compared with the previous local university strategies,the new strategy advocates a strategic shift to strengthen the regional core status of local universities,to focus on fostering high-level local universities,to promote the decentralization of higher education,and to stimulate the potential of local independent innovation,and also actively promotes four initiatives:deploying the strategic selection program and selecting pilot projects with superiority in batches;building a system for implementing the strategy based on the foundation of local self-governance;simplifying the selection and evaluation procedures to reduce the operating costs of universities;and initiating a shift in the role of the government to provide comprehensive strategic support.
