摘 要:新中国成立以来,我国幼儿园质量评估政策经历了垦拓与酝酿、起步与探索、规范与发展、深化与完善四个阶段。运用多源流理论对我国幼儿园质量评估政策的变迁机理进行探析,研究发现:问题源流为政策变迁提供了合理性基础,国家重大战略为政治源流营造了适宜政治环境,多方意见建议汇合为政策源流酝酿了合法性的土壤。我国在幼儿园质量评估政策改革和优化方面,应增强问题意识,聚焦幼儿园质量评估政策的具体实施;科学统筹规划,完善幼儿园质量评估政策的政治保障;吸纳多方建议,坚持端正幼儿园质量评估政策的价值取向。Since the establishment of the People’s Republic of China,the quality evaluation policy for kindergartens in China has un⁃dergone four stages:cultivation and brewing,initiation and exploration,standardization and development,and deepening and improve⁃ment.This study utilizes the theory of multi-source flow to explore the mechanism of changes in the quality evaluation policy of kinder⁃gartens in China.It is evident that problem flow provides a rational basis for policy changes,major national strategies create a condu⁃cive political environment for political flows,and the convergence of multiple opinions and suggestions creates fertile ground for the le⁃gitimacy of policy flows.This suggests that China should heighten its awareness of issues in reforming and optimizing kindergarten qual⁃ity evaluation policies,with a focus on specific implementation;it also suggests a scientific overall planning,and to strengthen politi⁃cal guarantee of kindergarten quality evaluation policies;it then should accept suggestions from multiple sources,and adhere to the correct value orientation of kindergarten quality evaluation policy.
