摘 要:为探究县级政府教育财政支出对个人教育获得的长期影响,结合《中国教育经费统计年鉴》(1996—2002)中的宏观县级教育财政支出数据与CHIP2013所提供的微观个体数据,采用工具变量法估计县级生均预算内教育事业费支出对个体教育获得的因果效应。结果发现:政府教育财政支出对个体长期教育获得具有显著的积极影响,并且政府教育财政支出对个体教育获得的积极影响更多存在于女性和非国贫县群体中,这可能是因为非国贫县教育财政支出结构较为均衡,而国贫县教育财政支出存在“重物轻师”的偏好。To examine the long-term effects of government educational expenditure on individual′s educational attainments,this study combines the micro-level survey data from CHIP2013 with the macro-level educational expenditure data spanning the years 1996 to 2002.Instrumental variable(IV)estimations reveal that county-level per-pupil educational expenditure has positive effects on individual′s years of education and on the probability of completing higher education and high school education,but does not affect the completion of compulsory education.Heterogeneity analysis demonstrates that the long-term effects are particularly pronounced among females and individuals who received their education in non-poor counties.This finding suggests that the mechanism behind these effects may be attributed to the tendency of poor counties to prioritize material resources over teachers′salaries in terms of educational expenditure.
