摘  要:基层单位是高校安全稳定工作的基础,指标体系是科学规范做好基层单位平安建设的指南。基于层次分析法,通过建立指标体系层次结构模型、专家评分、构造判断矩阵、层次单排序、层次总排序等步骤,确定了准则层和指标层的各项指标权重,提出了可操作的末级指标细化和量化方法,从而构建了高校基层单位平安建设指标体系。该指标体系在北京多所高校二级院系的平安建设实践中取得了良好效果。Grassroots units are the foundation for the safety and stability work in colleges and universities,and the index system is a guide for the scientific and standardized safety construction of grassroots units.Based on the analytic hierarchy process,the paper determines the weights of the indexes at the criterion level and the index level by following the steps of establishing a hierarchical structure model of the index system,scoring by experts,constructing a judgment matrix,and making hierarchical single arrangement and hierarchical total arrangement,and proposes an operable method for refining and quantifying indexes at the final level,thus constructing an index system for the safety construction for grassroots units in colleges and universities.The index system has achieved good results in the practice of safety construction in the secondary departments in many colleges and universities in Beijing.
