摘  要:为构建共生社会,以“消除非公平差别对待,提供合理便利”为核心理念,由文部省领导,国家公立大学牵头试点,日本建立了自上而下的多阶段高等融合教育支持体系,涵盖残障大学生日常生活、学业、就业支持等领域。借鉴其经验,中国可根据国情,制定具体的高等融合教育政策方针,以各高校学工部为指导中心,加强高校融合教育管理,加快师资培养,建立学生支持队伍,以进一步促进高等融合教育的发展。In order to build a symbiotic society,with the core concept of“prohibiting unjustified discrimination and providing reasonable accommodations”,the Japanese MEXT(the Ministry of Education,Culture,Sports,Science and Technology)led the pilot to establish a top-down multi-stage integrated higher education support system,which covers the daily life,study and employment support of students with disabilities.Drawing on its experience,China can formulate specific policies and guidelines for higher inclusive education according to its actual conditions,take the Student Affairs Department as the guidance center to strengthen the management of higher inclusive education,accelerate teacher training,and establish student support teams,so as to further promote the development of higher inclusive education in China.
