摘 要:近年来海湾六国力图以教育和人才改革驱动经济转型和多元化发展,但是其面临劳动力市场高度分割、教育和人才资源支撑薄弱等短板。为此,其通过国家战略支持教育和人才事业发展,通过“教育中枢”战略汇聚优质国际教育资源,强化本土人才的教育和培养,不断改善外籍人士工作生活条件以吸引高质量人才。总的来看,海湾六国取得一定成效,但仍面临人才队伍结构有待改善,教育、人才、科技和产业发展的协同性有待提升等问题。以此为鉴,我国可通过深化教育对外开放和海外人才引进集聚国际优质要素资源,以开放推进高质量人才自主培养能力等重点领域的改革,持续强化教育和人才工作的系统性、整体性和战略性。In recent years,the six Gulf countries have tried to drive economic transformation and diversified development through education and talent reform,in the mean time they are faced with shortcomings such as a highly segmented labor market and weak support for education and talent resources.To this end,it supports the development of education and talent through national strategies,gathers high-quality international education resources through the“education hub”strategy,strengthens the education and training of local talent,and continuously improves the working and living conditions of foreigners to attract high-quality talents.The six Gulf countries have achieved certain results but still face problems,such as the structure of the talent team,and the synergy between the development of education,talent,science and technology and industry.The exploration of the six Gulf countries has inspired China to gather high-quality international factor resources by deepening the opening up of education and overseas talent introduction,promote reforms in key areas such as the independent training ability of high-quality talents by opening up,and continue to strengthen the systematization,integrity and strategy of education and talent work.
