摘　　要：目的:分析生育保险和职工基本医疗保险合并实施试点政策(以下简称“两险合并试点”)对城镇女性群体就业情况的影响,为更好地保护女性权益提供参考。方法:使用2009-2019年邯郸市和10个非试点城市的面板数据,建立合成控制模型,分析两险合并试点如何影响城镇女性群体就业情况。结果:2017年两险合并试点使得邯郸市城镇女性群体就业比重提高2.79个百分点,2018年提高2.68个百分点,2019年仅提高0.57个百分点。双重差分法分析结果显示,两险合并试点能够显著提高女性群体就业比重(P<0.1)。安慰剂检验结果显示,两险合并试点促使女性群体就业比重提高,且随着时间推移效果有所减少(P<0.1)。结论:两险合并具有提高邯郸市女性群体就业比重的作用,作用效果呈现出显著提升后逐步放缓的趋势,但社保缴费负担转嫁的问题影响两险合并试点促进女性就业的效果,应确保两险合并试点的全面落实、合理减轻企业社保缴费负担、保障女性就业权益。Objective:To analyze the impact of the pilot policy of merging maternity insurance and employees basic medical insurance on the employment situation of urban female group,and to provide reference for better protection of women's rights and interests.Methods:Using panel data from Handan and 10 non-pilot cities from 2009 to 2019,a synthetic control model was constructed to analyze how the pilot policy of merging maternity insurance and employees'basic medical insurance affects the employment situation of the urban female group.Results:The pilot policy of merging maternity insurance and employees'basic medical insurance in 2017 led to an increase in the employment proportion of the urban female group in Handan City by 2.79 percentage points,reaching 2.68 percentage points in 2018,and only 0.57 percentage points in 2019.The Difference-in-Differences analysis shows that the pilot policy significantly increased the employment proportion of the female group(P<0.1).The placebo test results indicate that the pilot policy contributed to an increase in the employment proportion of the female group,with the effect gradually slowing down as the years progressed(P<0.1).Conclusion:The pilot policy of merging maternity insurance and employee's basic medical insurance has been effective in increasing the employment proportion of women in Handan City,with a significant initial increase followed by a deceleration in growth.However,the issue of shifting the burden of social security payments affects the policy's efficacy in promoting women's employment.It is essential to ensure the full implementation of the insurance merger,reasonably reduce the burden of social security payments on businesses,and safeguard the employment rights and interests of women.
