摘　　要：老年教育券是教育券制度在老年教育领域的创新性应用。老年教育券具有公益性、激励性、补偿性,能有效提高老年人学习积极性、改进老年教育供给质量,并进一步促进老年教育公平。老年教育券的实施涉及政府、学习者、教育机构三大主体,包括发放、使用、奖励到兑换四个环节。在推行老年教育券时要加强资金保障、监督管理以及宣传推广力度,推动老年教育的高质量发展。The elderly education voucher is an innovative application of education voucher system in the field of elderly education.The elderly education voucher is public welfare,incentive and compensatory,which can effectively enhance the learning enthusiasm of the elderly,improve the quality of elderly education supply,and further promote equity in elderly education.The implementation of elderly education vouchers includes three main bodies of the government,learners and educational institutions,including four parts of distribution,use,reward and exchange.To promote the high-quality development of elderly education,it is necessary to strengthen financial security,supervision and management,as well as publicity and promotion in the implementation of elderly education vouchers.
