摘  要:新世纪以来,受教育市场化多元化发展、教师教育价值取向转变等多方面因素的影响,推动教师教育“质量提升”,已成为俄罗斯教师教育改革的重要任务之一。为适应新时代教育发展需求,提升教师教育质量,俄罗斯通过完善政策制度、生源保障机制、教师职业激励与成长机制、评价机制和推进教师教育国际化进程等举措,不断推进教师教育质量保障体系的构建和完善。其质量保障体系的构建具有国家意志主导、关注生源基础、强调多元主体“协同合作”、强化评价保障和以国际化建设为新生动力等明显特征。Influenced by such factors as the marketization and diversification in education as well as the transformation of the value orientation of teacher education,the promotion of "quality improvement" in teacher education has become one of the important tasks for Russia's educational reform since the beginning of the new century.To adapt to the development needs of the new era and enhance the quality of teacher education,Russia has put unremitted efforts into establishing and improving the quality assurance system for teacher education by means of improving the system of policies,ensuring the source of students,implementing the mechanism of professional incentives and growth for teachers,the mechanism of evaluation,and promoting the internationalization of teacher education.The construction of its quality assurance system is characterized by state-led determination,attention to the foundation of the source of students,emphasis on "collaborative cooperation" among multiple responsible entities,evaluation assurance reinforcement,and internationalization as the new driving force of development.
