国际科技伦理审查制度研究热点与展望——以生物医学为例

摘　　要：伦理审查作为科技伦理治理中的关键一环,对于强化科技伦理风险防控,促进负责任创新具有重要保障作用。借助科学计量学方法系统梳理了国际生物医学伦理审查研究发展概况、知识基础、研究热点等,结果发现:①科技伦理审查主题研究发文量呈加速增长趋势,核心期刊主题较为多样,需要更多作者持续深耕;②生物伦理学、医事法学、公共管理学从指导原则、流程优化、强化伦理分析等多个维度提供知识基础;③伦理审查存在严重地域不平衡性;组织运行机制完善和效能建设成为研究热点主题。未来中国科技伦理审查可以从加强审查委员会主体能力建设、优化审查程序、加强审查外部监管、加快审查信息化建设、推动建立经常性对话机制等方面进一步完善。Ethical review,as a key link in the ethical governance of science and technology,plays an important safe⁃guarding role in strengthening the prevention and control of ethical risks in science and technology and promoting responsible innovation.The article takes international biomedical ethical review research as the object,and systematically combs the international biomedical ethical review research development overview,knowledge base,research hotspots,etc.through the scientometrics method,and finds that:①the number of scientific and technological ethical review thematic research articles shows an accelerated growth trend,and the themes of the core journals are more diversified,which requires more authors to continue to cultivate;②the bioethics,medical jurisprudence,and public Management provide the knowledge base from the guiding principles,process optimization,strengthening ethical analysis and other dimensions;③Ethical review has a serious geographical imbalance;the improvement of the organizational operation mechanism and the construction of ef⁃fectiveness have become the hot topics of research.In the future,China’s science and technology ethical review can be fur⁃ther improved by strengthening the capacity building of the main body of the review committee,optimizing the review process,strengthening the external supervision of the review,accelerating the informationization of the review,and promoting the establishment of a regular dialogue mechanism,which will help China’s science and technology ethical governance to enter into a new stage.
