教育、科技、人才一体化加快新质生产力发展:关键问题、现实逻辑与主要路径

摘　　要：加快新质生产力发展,要以新发展理念大力推进教育、科技、人才高度一体化。教育、科技、人才一体化既要突出内在一致、相互支撑的有机联系,又要畅通良性循环,实现新质生产力发展的整体性、协调性、平衡性。教育、科技、人才一体化加快新质生产力发展,面临如何解决新质生产力区域间发展不平衡、不充分的问题,以及如何建立健全数字教育体系、以企业为核心主体的技术创新体系、数字人才培养与使用体系等关键问题。遵循创新支撑性、目标协同性、改革系统性的现实逻辑,文章提出深化改革教育、科技、人才体制机制,构建科技创新引领的现代化产业体系,以“人才链-平台链-创新链”为导向强化企业的创新主体地位等主要路径,以破解上述关键问题,形成教育、科技、人才一体化助推新质生产力发展的良好局面。To accelerate the development of new quality productive forces,it should vigorously promote the high integration of education,science and technology,and talents with the new development concept.The integration of education,science and technology,and talents should not only highlight the organic connection of internal consistency and mutual support,but also smooth the virtuous cycle,so as to realize the integrity,coordination and balance of new quality productive forces.The integration of education,science and technology,and talents accelerate the development of new quality productivity,faced the key issues of how to solve the unbalanced and inadequate development of new quality productivity among regions,and how to establish and improve the digital education system,the technological innovation system with enterprises as the core body,and the training and use system of digital talents.Following the realistic logic of innovation supportability,goal cooperativity and reform systematicness,this paper put forward the main paths of deepening the reform of education,science and technology,and talent systems and mechanisms,building a modern industrial system led by scientific and technological innovation,and strengthening the dominant position of enterprises in innovation guided by the“talent chain-platform chain-innovation chain”to solve the above key issues,which could form a good situation of the integration of education,science and technology,and talents promoting the development of new quality productive forces.
