摘 要:在普通高等学校内开办高等特殊教育,为保证融合教育理念有效落实,需要构建与特殊教育相适应的质量保证体系。高等特殊教育质量发展面临着缺乏特殊教育办学质量标准、缺乏特殊教育课程质量评价标准、特殊教育课堂教学质量标准不清晰等问题。高校特教督导应肩负起制定与监督提升特殊教育质量的相关政策、促进特殊教育资源优化配置、构建特殊教育课堂质量标准和评价体系的任务。融合教育背景下特教督导评价体系构建应从以下方面着手:构建明确的评价目标;构建高等特殊教育课堂质量评价标准;构建多样化的特教督导评价方式。To provide higher special education within mainstream colleges and universities and ensure effective implementation of the inclusive education concept,it is crucial to establish a quality assurance system tailored for special education.The development of quality in higher special education faces challenges such as the absence of specific standards for special education,insufficient evaluation criteria for special education curricula,and unclear quality benchmarks for classroom teaching in special education.Supervision of special education in colleges and universities should involve formulating and enforcing relevant policies to enhance the quality of special education,optimizing the allocation of special education resources,and establishing standards and evaluation systems for special education classrooms.Against the backdrop of integrated education,the construction of a supervision and evaluation system for special education should focus on establishing clear evaluation objectives,developing quality standards for higher special education classrooms,and implementing diverse evaluation methods for supervisory purposes in special education.
