摘　　要：国有企业举办高职院校政策经历了强制性、指令性、交织性、倡导性四个阶段。在这种政策流变情况下,学校的服务对象经历了“服务举办方国有企业”“服务举办方国有企业兼顾服务地方经济”和“服务地方经济兼顾服务举办方国有企业”三次转变过渡。目前,国企举办高职院校政策存在观照不够、过于宏观和冲突偏离三个缺陷,可以从“从相对无序向适当有序过渡”“从解决校企矛盾到促进校企共生发展”和“从宏观倡导向微观落地具化”三个方面调整。从单独出台扶持政策、多部门联合制定政策以及系统性出台政策等三个方面对国家政策进行了未来展望。This paper examines the historical progression and inherent flaws of state policies on the establishment of vocational colleges by SOEs since the inception of the People's Republic of China.It delineates four distinct phases in policy evolution:the compulsory,directive,interwoven,and advocacy stages.Concurrently,the service targets of these educational institutions have experienced three pivotal shifts:initially catering to the needs of their founding SOEs,then expanding to encompass both SOEs and the local economy,and ultimately prioritizing local economic development while maintaining service to the SOEs.The analysis uncovers three principal deficiencies within the policy framework:a lack of adequate focus,an overly broad macroscopic approach,and deviations from the intended policy objectives.It anticipates future policy directions along three dimensions:a shift from a state of relative disarray to a more structured order,a transition from merely resolving conflicts between schools and enterprises to fostering a symbiotic relationship,and an evolution from broad advocacy at the macro level to concrete,targeted implementation at the micro level.Furthermore,the chapter projects forward-looking recommendations for state policies,advocating for tailored support policies for vocational colleges operated by SOEs,collaborative policy formulation by various government departments,and a systematic,phased approach to policy implementation.
