摘  要:基础教育是国家教育主权的重心所在,与国际化之间存在着天然张力。从国际比较视野来看,基础教育国际化在发展导向上可以划分为迎合型、功利型和超越型,各有其进退得失。从当前本土实践来看,我国基础教育国际化实践尚有处理好“开放性”与“约束性”关系等四个平衡有待把握。将上述定性分析与定量测评相结合,界定出“基础教育国际化领导力”的内涵层次即“价值领导力”“战略领导力”“行动领导力”“学识领导力”四维度框架,以期推动基础教育国际化办学实践有理可循、有据可依,科学引领中小学校长和核心管理层做出符合政策导向、契合时代发展、切合本土实际的国际化办学决策。Basic education is the core of national educational sovereignty,and there is a natural tension between it and the internationalization.From an international comparative perspective,the internationalization of basic education can be divided into three types:accommodative,utilitarian,and transcendent in terms of development orientation.Each has its own gains and losses,and it is worth in-depth analysis.From the current local practice,the internationalization of basic education in China stll needs to balance the relationship such as"openness"and"constraint"to be properly handled.Combining the above qualitative analysis with quantitative evaluation,the connotation level of"leadership of the internationalization in basic education"is defined,namely the four-dimensional framework of"value leadership","strategy leadership""action leadership"and"knowledge leadership",in order to promote the internationalization of basic education in a reasonable and well-founded practice,and scientifically guide the principals and core management of primary and secondary schools to make internationalized schoolrunning decisions that are in line with policy orientation,the development of the times,and the local realities.
