摘 要:俄罗斯国家教师荣誉制度体系建设始于苏联时期,经过苏联时期的奠基初创(1940年至1991年)、苏联解体后的恢复发展(1992年至1999年)和新世纪以来的成熟定型(2000年至今)三个阶段的演进,现已呈现系统规范、特色鲜明的特征。俄罗斯国家教师荣誉制度立法体系化包括构建以法律原则、规则为核心的外部体系和以法律原则、价值为核心的内部体系双重进路。俄罗斯国家教师荣誉制度具有如下价值意蕴:以精神激励为主的去功利化设计彰显崇尚荣誉的价值追求;以典型性和广泛性兼顾的激励模式体现公平正义;以完备规范的制度体系提升国家教师荣誉表彰活动的法治化水平。The construction of the Russian national teachers' honour System established in the Soviet period. The Russian national teachers' honour system has formed a set of institutional norms with distinctive features after three stages of evolution: the foundation stage of the Soviet Union(1940 to 1991), the recovery and development stage after the disintegration of the Soviet Union(1992 to 1999), and the maturity and finalization stage since the new century(2000 to the present). The systematization legislation on the Russian national teachers' honour system includes the construction of an external system centered on legal principles and rules, an internal system centered on legal principles and values. The Russian national teachers' honour system has the following value implications: the non-utilitarian design based on spiritual motivation highlights the value pursuit of advocating honor;the typical and extensive incentive model embodies fairness and justice;the complete and standardized system enhances the level of rule of law in the national teacher honor recognition activities.
