摘  要:法国最早提出“战略自主”的理念,后被欧盟采纳。2016年,随着《欧洲外交与全球安全战略》的出台,欧盟将寻求“战略自主”作为核心目标,旨在减少欧盟对能源及关键核心技术的外部依赖。通过对法国高等教育与研究领域的政策分析,可以看到在“战略自主”的框架下,法国进一步强调提高本国高等教育质量和国际能见度,吸引国际人才,并提出建设“欧洲大学”的倡议。同时,法国充分发挥地缘优势,推动欧盟通过“欧盟2020”“地平线计划”等战略,牵头并参与欧盟科研项目,在人工智能、量子技术、数字技术、清洁能源等多个领域做出战略规划。法国的目的是进一步强化在欧盟内的话语权,同时建立并巩固本国人才科技优势。我国坚持世界多极化发展的立场,法国的做法值得关注和研究。The concept of“strategic autonomy”was first proposed by France and later adopted by the European Union(EU).In 2016,with the introduction of the European Strategy for Diplomacy and Global Security,the EU sought strategic autonomy as the core goal,aiming to reduce the EU’s external dependence on energy and key core technologies.An analysis of the policy of French higher education and research shows that,under the framework of strategic autonomy,France further emphasizes improving the quality of its higher education and international visibility and attracting international talents,in addition to proposing the initiative of building a“European University”.Furthermore,France has made effective use of its geographical advantages,supported the EU in passing the“EU 2020”and“Horizon Plan”strategies,led and participated in EU research projects,and engaged in strategic planning in artificial intelligence,quantum technology,digital technology,clean energy,and other relevant fields.France aims to further strengthen the discourse power within the EU and to establish and consolidate its advantages in terms of talents and science and technology.China adheres to the position of multipolar development in the world,and the French practice is worthy of attention and study.
