摘 要:为缓解土著人失语危机、应对土著青年教育缺位和促进社会稳定发展,澳大利亚在“社区主导发展”理念的引导和政策法规的支持下,通过以社区居民为核心,多主体、多内容、多领域协同推进的实施方式,建立“产学社”合作实施平台,赋予了土著民族地区职业教育社区化新的发展前景,呈现出三大特点:注重公平,保障土著人的主体地位;强调赋权,给予社区权力以发展文化环境;重视合作,打造职业教育社区化共同体。借鉴其发展经验,立足我国民族地区职业教育社区化发展实际,应以民族地区人民利益为核心,推进职业教育基础公共服务均等化;立足民族地区特有文化环境,挖掘职业教育社区化发展内生动力;健全政校企社深度合作机制,促进职业教育社区化资源共建共享。To alleviate the aphasia crisis of Indigenous peoples,cope with the lack of education for Indigenous youth,and promote stable social development under the guidance of the concept of"community-driven development"and the support of policies and regulations through the implementation of a multi-subject,multi-content and multi-discipline collaborative approach with community residents at its core,establishing an implementation platform for"industry-academia-society"cooperation implementation platform,has given a new development prospect to the community development of vocational education of Indigenous in Australia,presenting three main features:focusing on equity,safeguarding the primary status of Indigenous people;emphasizing empowerment,giving community power to develop a cultural environment;and ataching importance to cooperation,creating a community-based vocational education community.Drawing on their development experience and based on the actual community development of vocational education of Indigenous in ethnic areas in China,we should take the interests of the people in ethnic areas as the core to promote the equalization of essential public services in vocational education;based on the unique cultural environment of ethnic regions to tap the endogenous power of community development of vocational education;and improve the mechanism of in-depth cooperation between the govermment,schools,enterprises and communities to promote the community development of vocational education as well as the building and sharing of resources.
