摘　　要：《学位法》的制定是全面提升学位工作质量、促进高等教育事业发展的重要一步。在学位法治目标导向下的《学位法》,从国家学位形态与大学学位形态的平衡调适、学位制度基本原则的确立、学位工作体制的三级架构、学位授予制度的优化完善、学位质量保障的制度创新、学位权益保护与争议解决的一体建设等六个方面,对我国学位制度进行了大幅调整。围绕学位立法的主要内容,深刻剖析制度革新背后的理论逻辑,提出新学位制度贯彻实施的具体建议,确保在法定框架内最大限度地将我国学位制度优势转换为现实治理效能。The enactment of the Degree Law is an important step to comprehensively improve the quality of academic degrees and promote the development of higher education.Under the guidance of the goal of the rule of law for academic degrees,the Degree Law has made significant adjustments to China’s degree system from six aspects:the balancing adjustment between the national degree form and the university degree form,the establishment of the basic principles of the degree system,the three-level structure of the degree work system,the optimization and improvement of the degree awarding system,the institutional innovation of degree quality assurance,and the integrated construction of degree rights protection and dispute resolution.In this way,China’s degree system has been considerably adjusted.Evolving around the main contents of degree legislation,this paper profoundly anatomizes the theoretical logic behind the institutional innovation,and puts forward specific suggestions for the implementation of the new degree system,so as to ensure that the advantages of China’s degree system are transformed into practical governance efficiency to the greatest extent within the statutory framework.
