摘　　要：在春秋战国大分裂时代,墨子的思想中蕴含着诸多维护国家安全的哲理与智慧,形成独具特色的先秦国家安全思想体系,成为中国国家安全思想理论之滥觞。墨子国家安全思想以“兼爱”为核心,体现平等、公利和互利,展现出该时期所追求的天下和平主义,并通过外部和内部两种途径来实现。其外部途径表现为“非攻”与“诛”,表明对战争(安全)的基本立场,深受“义”的指引;内部途径体现为“备”与“节”,两者各有侧重,但均体现出对居安思危、有备无患原则的深刻考量。墨子国家安全思想对创新发展国家安全理论具有重要价值,能够为新时代维护和塑造国家安全、推动建设新型国际关系、构建普遍安全的人类命运共同体提供丰厚的文化滋养。Originated in the Spring and Autumn Period and the Warring States Period,a time of great division within China,Mozi's Thought contained a lot of philosophy and wisdom of maintaining national security,and created the unique pre-Qin system of national security thought,becoming the origin of China's theory of national security.The gist of Mozi's national security thought centers on"Universal Love",which is embodied in the ideas of equality,public interest and mutual benefit,showing the pacifism pursued during the period of great division.According to Mozi,national security is realized through both external and internal means:the external means are manifested as"denouncing unjust wars"and"launching just wars",which shows Mozi's basic position on war(security)guided by"Righteousness";the internal means are manifested in"preparation"and"frugality of usage",which focus on different aspects but are consistent in the profound consideration of the principles of being on alert against potential danger in time of peace and being prepared for danger in maintaining national security.Mozi's national security thought is valuable for the innovation and development of national security theory,and offers many ideas for maintaining and shaping national security in the new era,promoting the construction of a new type of international relations,and building a global community of shared future with universal security.
