摘　　要：科技人才队伍是发展新质生产力和建设社会主义现代化科技强国的重要战略资源。面对生产力质态跃升的现实状况和科技人才构成的复杂情形,发展新质生产力与建设科技人才队伍成为时代的必然选择。人才生态环境理论认为,人才集聚及其能效发挥与人才生态环境密切相关。夯实新质生产力的人才支撑,关键在于构建良好的科技人才生态环境。既要坚持政治引领、党管人才的原则,健全科技人才的组织体系和社会化工作网络;又要加强对科技人才的价值引导,弘扬科学家精神,促进国际人才交流与科技合作;也要加大对科技人才事业发展的方向性指引,创新科研体制机制,打造世界一流科研高地;还要为广大科技人才做好后勤保障,优化统筹管理和再教育措施,大力培养科技创新的后备人才力量。The scientific and technological talent team is an important strategic resource for developing new productive forces and building a socialist modern scientific and technological power.In the face of the reality of the qualitative leap of productivity and the complex situation of scientific and technological talents,the development of new productivity and the construction of scientific and technological talents have become the inevitable choice of the times.The theory of talent ecological environment holds that talent agglomeration and its energy efficiency are closely related to the talent ecological environment.The key to consolidating the talent support of new quality productivity is to build a good ecological environment for scientific and technological talents.We should not only adhere to the principle of political guidance and party management of talents,but also improve the organizational system and socialized work network of scientific and technological talents.It is also necessary to strengthen the value guidance of scientific and technological talents,promote the spirit of scientists,and promote international talent exchange and scientific and technological cooperation;it is also necessary to increase the directional guidance for the development of scientific and technological talents,innovate the scientific research system and mechanism,and build a world-class scientific research highland;it is also necessary to do a good job in logistics support for the majority of scientific and technological talents,optimize overall management and re-education measures,and vigorously cultivate the reserve talents of scientific and technological innovation.
