摘 要:中小学生课业学业负担重,引发了许多社会问题。基于多源流理论政策分析框架,在回顾国家不同时期“减负”政策的基础上,分析国家“双减”政策的议程。研究发现,不同时期的减负政策因不同源流主导作用的发挥呈现出不同的阶段性特征;与“减负”相关的社会问题和焦点事件构成了问题源流;领导层面的顶层设计和推动作用、专家学者的政策建议、网络媒体的关注形成了政策源流;为民服务的执政理念和公众的关注与诉求是政治源流。相较于问题源流和政策源流,政治源流对于“双减”政策的出台起到重要的推动作用。研究认为,“双减”政策是一个渐进调试的过程,应关注各源流对政策带来的变化和影响,各方协同,不断推进“双减”政策实施。The heavy academic burden of primary and secondary school students has caused a variety of societal problems.Based on the policy analysis framework of multiple streams theory,this paper analyzes the agenda of the national “Double Reduction” policy on the basis of reviewing the “burden reduction” policies in China in different periods.It is found that the burden reduction policies in different periods show different stage characteristics due to the leading role of different sources;the social problems and focus events related to “burden reduction” constitute the source of the problem;the top-level design and promotion of the leadership level,the policy recommendations of experts and scholars,and the attention of the network media have formed the policy origin;the ruling idea of serving the people and the public's attention and appeal are the political origins.Compared with the source of the problem and the source of the policy,the political source plays an important role in promoting the introduction of the “double reduction” policy.The study believes that the “Double Reduction” policy is a gradual process of debugging.It is necessary to pay attention to the changes and impacts of various sources on the policy,and cooperate with all parties to continuously promote the implementation of the “Double Reduction” policy.
