英国高等教育国际学生政策变迁的内在逻辑与动力机制

摘　　要：二战后英国高等教育国际学生政策历经“留学生全费计划”和“首相倡议计划”两大关键节点,实现了从单一文化来源到多元文化来源、从政治外交主导型到市场主导型再到国家战略主导型的阶段转变。其变迁受经济体制、社会文化和高等教育管理体制等深层结构因素影响,既以应对国内外政治与经济格局的变化、满足国际学生的留学需求为动力机制,也在路径依赖方面表现出利益国家化的认知性锁定特点。After the World War II,the policy on international students in British higher education has witnessed the two key nodes of“the International Students Full Fee Scheme”and “Prime Minister s Initiative Scheme”changing from mono-culture to multi-culture source,from political and diplomatic domination to market orientation and to national strategy-led policy.The change is influenced by the deep structural factors such as economic system,social culture and higher education management.It is driven by the demands of responding to the political and economic changes home and abroad and to the needs of international students in studying abroad.In the aspect of path dependence,the cognition of the relevant policies is locked in national benefits.
