摘 要:加快科学研究高质量发展,构建高水平的科研人才队伍,强化教育、科技、人才在全面建设社会主义现代化国家的基础性、战略性支撑作用,是新时代中国高等教育现代化的必然要求。科研评价对科学研究的发展趋向、人才队伍建设有着重要的导向性和指引性作用。文章遵循科研评价的开放型文化范式、共生性实践逻辑与多元发展的价值追求,探索在治理现代化视域下,基于业绩的高校科研评价内控评价体系,梳理现实诉求、范式表征,探寻实践路径,为提升科研评价的质量及其现代化演进提供一定的思路与借鉴。The inevitable requirements and goals of China’s higher education modernization in the new era include accelerating the high-quality development of scientific research,building a high-level team of scientific research talents,and strengthening the fundamental and strategic pillars of education,technology,and human resources for building a modern socialist country in all respect.Scientific research evaluation plays an important guiding and directing role in the development trend of scientific research and the construction of talent teams.Following the open cultural paradigm of scientific research evaluation,the logic of symbiotic practice and the value pursuit of diversified development,this study explores the performance-based internal control evaluation system of scientific research evaluation of colleges and universities under the perspective of governance modernization,and sorts out the realistic demands,paradigm characterization,and explores the practical paths,so as to provide certain ideas and reference for the enhancement of the quality of scientific research evaluation and its modernization evolution.
