德国双元制职业教育治理体系建设的经验与启示

摘  要:构建现代职业教育治理体系有助于加快职业教育体系现代化建设步伐,为职业教育高质量发展提供有力支撑。分析德国职业教育治理体系,从依法治理,坚持法治;民主参与,多元共治;分权赋能,促进自治;共商共议,协同合作四个方面总结其治理经验。借鉴德国经验,提出我国构建现代职业教育治理体系应建立健全法律法规体系,推进职业教育治理法治化;完善多元主体共治机制,促进职业教育治理民主化;深入推进放权赋能改革,增强各治理主体的自主性;形成社会合作伙伴关系,健全多元主体协同合作机制。Constructing the governance system of modern vocational education is helpful to speed up the modernization of vocational education system and provide a strong guarantee for the high-quality development of vocational education.This paper analyzes the governance system of German vocational education and summarizes its governance experience from four aspects:governance according to the law and strengthening the rule of law;democratic participation and pluralistic co-governance;decentralization and empowerment,promoting autonomy;discussion and systematic cooperation.Drawing on the experience of Germany,this paper puts forward that to build a modern vocational education governance system in China,we should establish a sound legal system and promote the rule of law in vocational education governance,improve the multi-subject co-governance mechanism and promote the democratization of vocational education governance,deepen the reform of decentralization and empowerment and enhance the autonomy of all autonomous subjects,form a social cooperative partnership and improve the cooperative mechanism of multiple subjects.
