摘 要:教学科研用房作为高校教学科研发展的基础保障,其绩效评价的重要性日益受到业界和学界的关注。然而,我国高校在这一领域的绩效评价尚未广泛开展,现有研究相对分散并且缺乏系统性框架。通过对2003—2021年我国高校校舍情况的统计汇总,结合实际工作经验,揭示了教学科研用房在资源配置效能和管理体系建设方面存在的问题。为了提高教学科研用房的资源配置效率和管理水平,针对性地建立了一套评价指标体系,以成本分摊为切入点,涵盖房产管理水平、房产保障水平和房产运行水平三个一级指标,以及相应的二级指标和三级指标,旨在为高校教学科研用房的绩效评价提供明确的标准和方向,推动高校教学科研的全面发展。Teaching and research facilities serve as the fundamental guarantee for the development of education and scientific research in universities,and the significance of their performance evaluation is increasingly acknowledged by both the industry and academia.However,the performance evaluation of these facilities in China has not yet been widely and effectively implemented,with existing research findings being fragmented and lacking a systematic framework.By compiling statistical data on university facilities from 2003 to 2021 and integrating practical work experience,this study has exposed issues in the efficiency of resource allocation and the establishment of management systems for teaching and research facilities.To enhance the efficiency and management level of these facilities,a targeted set of evaluation indicators has been established.This system,initiated with cost-sharing,encompasses three primary indicators:property management level,property support level,and property operation level,along with their respective secondary and tertiary indicators.It aims to provide clear standards and direction for the performance evaluation of teaching and research facilities in universities,thereby facilitating the comprehensive advancement of education and scientific research.
