摘  要:推进学前教育高质量发展是目前学前教育事业的重点之一,而高质量发展离不开法规的支持。以地方现行有效的20部法规为研究对象,通过对政策工具与政策内容的交叉分析发现,目前法规内容可操作性不强、政策工具尚可优化、法规内容同质化明显。因此,要细化法规内容,增强可操作性;增强政策工具的多元性和灵活性;突出法规的特色性,避免同质化。Promoting the high-quality development of preschool education is one of the priorities of preschool education,and high-quality development cannot be separated from the support of laws and regulations.Taking the 20 effective local laws and regulations as the research object,it is found that the current content of laws and regulations is not operable,policy tools can be optimized,and the content of laws and regulations is obviously homogeneous through the cross-analysis of policy tools and policy content.Therefore,it is necessary to refine the content of laws and regulations to enhance the operability;strengthen the diversity and flexibility of policy tools;and highlight the distinctiveness of laws and regulations to avoid homogenization.
