摘  要:开展新时代教育评价改革效能观测是推进教育高质量发展、办好人民满意的教育的重要支撑。基于立德树人为根本、全面质量为核心、科学有效为关键、客观公正为保障的价值定位,将新时代教育评价改革效能界定为评价主体基于科学的评价流程与标准,选择合适的技术与方法,对新时代教育评价活动本身所蕴含的评价理解与设计、评价组织与实施、评价结果与改进等要素进行再评价,衡量原本评价活动的实际功效以及评价目标的实现程度。采用德尔菲法和层次分析法,构建了新时代教育评价改革效能观测指数:Y=0.27*Y_(1)+0.41*Y_(2)+0.32*Y_(3)(Y1、Y2、Y3分别表示教育评价理解与设计、教育评价组织与实施、教育评价结果与改进3个维度)。未来开展新时代教育评价改革效能观测应因需制宜、分层分类开发观测工具,科技赋能、建设智慧观测服务平台,强化改进、系统搭建观测结果应用机制。The observation of the effectiveness of education evaluation reform in the new era is an important support for promoting the high-quality development of education and provide satisfactory education to the people.The research adheres to the value orientation of moral cultivation as the foundation,comprehensive quality as the core,scientific effectiveness as the key,and objective fairness as the guarantee.The efficiency of educational evaluation reform in the new era is defined as the scientific evaluation process and standard based on the evaluation subject.It selects the appropriate technologies and methods,so as to re-evaluate key elements of the evaluation understanding and design of educational evaluation activities in the new era,evaluation organization and implementation,evaluation results and improvement.It measures the actual efficacy of the original evaluation activities and the realization of the evaluation objectives.Adopting the Delphi method and Analytic Hierarchy Process,the research constructs an education evaluation reform efficiency observation index:Y=0.27*Y1+0.41*Y2+0.32*Y3(Y1,Y2,and Y3 respectively represent three dimensions of educational evaluation understanding and design,organization evaluation organization and implementation,and results and improvement of education evaluation).In the future,carrying out observation of the effectiveness of educational evaluation reform in the new era should be tailored to the needs,develop the observation tools by hierarchical classification,build a smart observation service platform through science empowerment,and strengthen the improvement and systematically build the application mechanism of observation results.
