摘 要:县管校聘是当前基础教育教师队伍改革中热议的话题,其政策初衷在于盘活教师存量,打破教师交流轮岗的制度壁垒,对于推动义务教育优质均衡具有重要意义。基于风险社会理论,受有限的制度理性、保守的文化惯习、松散的合作格局影响,县管校聘改革面临工具理性凌驾于价值理性的理性失衡风险、个体私利与公共利益冲突的伦理博弈风险、内生发展被外铄发展遮蔽的发展异化风险。为规避县管校聘改革风险,应构建风险防控机制,提升制度理性;加强风险文化自觉,提高风险意识;畅通风险沟通渠道,打造共治格局。County management and school recruitment is a hot topic in the current reform of the basic education teacher team.Its intention is to revitalize the stock of teachers,break down the institutional barriers of teacher exchange and rotation.It has important value in promoting high-quality and balanced compulsory education.Based on the theory of risk society,influenced by the limited institutional rationality,conservative cultural habits,and loose cooperation patterns,the reform of county management and school recruitment faces the risk of imbalanced rationality of instrumental rationality over value rationality,ethical game risks of conflicts between individual private interests and public interests,and development alienation risks of endogenous development being overshadowed by exogenous development.To avoid the risks of county management and school recruitment reform,it is necessary to build a risk prevention and control mechanism to enhance institutional rationality,strengthen cultural self-awareness of risk and raise risk awareness,and smooth communication channels for risk management to create a collaborative governance pattern.
