学前教育经历对视力障碍初中生能力发展的影响——基于CEPS数据的实证研究

摘  要:基于中国教育追踪调查2013—2014年基线数据,运用倾向得分匹配法,探索了学前教育经历对视力障碍初中生认知和非认知能力发展的影响。结果显示:(1)视力障碍学生的年龄和家庭规模是影响其获取学前教育的重要因素;(2)学前教育经历可以有效促进视力障碍初中生认知能力和宜人性的发展。鉴于此,政府应积极鼓励普通学前教育机构招收适龄视力障碍儿童,支持特殊教育学校和具备办学条件的残疾儿童福利、康复机构等面向视力障碍儿童提供学前教育服务。教育行政部门应加强宣传,帮助公众深入了解学前教育之于视力障碍儿童发展的重要价值。此外,教育行政部门还可以协同残疾人联合会等职能部门,摸排辖区内适龄视力障碍儿童接受学前教育的情况,并采取捐资助学、送教上门等措施,保障其学前教育机会。Utilizing the propensity score matching method and based on the baseline data from the China Education Panel Survey(CEPS)from 2013 to 2014,this study investigates the impact of preschool education experience on the cognitive and non-cognitive abilities of visually impaired junior high school students.The findings reveal:(1)The age and family size of visually impaired students are significant factors influencing their access to preschool education;(2)Preschool education experiences significantly foster the development of cognitive abilities and agreeableness among these students.Consequently,the government should actively encourage mainstream preschool institutions to enroll age-appropriate visually impaired children and support special education schools as well as institutions equipped to offer educational services to disabled children,including welfare and rehabilitation centers,to provide preschool education services targeted at visually impaired children.Education administrative departments should intensify their promotional efforts to deepen public understanding of the crucial value of preschool education for the ongoing development of visually impaired children.Furthermore,education authorities,in cooperation with the Disabled Persons’Federation and other relevant departments,should assess the status of preschool education among eligible visually impaired children within their jurisdictions and implement measures such as funding scholarships and providing home-based education to ensure these children have access to preschool education opportunities.
