摘 要:作为教育数字化转型的先行者,欧盟着力普及数字技术以推动教育数字化的可持续发展,其措施与经验对我国教育数字化发展具有一定的借鉴意义。为此,文章基于史密斯模型对欧盟的教育数字化政策执行过程进行审视,发现其实现了三个环节、四个影响因素的协调适配,进而基于影响因素分析了当前欧盟教育数字化政策面临的挑战,包括理想化政策目标设定失宜、标准制定相异;执行机构权责模糊、决策机制滞后;成员国、学校、师生的数字能力有待全面提升;政治体制分散、经济发展不均、文化背景多元、技术基础薄弱等。在此基础上,文章提出欧盟教育数字化政策执行对我国的重要启示,以期为提升我国教育数字化的整体水平和竞争力,更好地应对全球教育挑战提供参考。As a pioneer in the digital transformation of education,the European Union(EU)strives to popularize digital technology to promote the sustainable development of education digitalization,and the measures and experiences have certain reference significance for the development of education digitalization in China.Therefore,this paper examined the implementation process of the EU’s education digitallization policies based on the Smith Model,and found out that it achieved a coordinated adaptation of three stages and four influencing factors.Furthermore,based on these influencing factors,the paper pointed out the current challenges faced by the EU,including inappropriate setting of idealized policy goals and divergent standards;unclear powders and responsibilities and lagging decision-making within implementing agencies;the need for comprehensive enhancement of digital competencies among member states,schools,teachers,and students;and fragmented political systems,uneven economic development,diverse cultural backgrounds,and weak technological foundations.In view of the above experiences and problems,this paper put forward the important implications of the EU’s education digitalization policy implementation for China,aiming to provide reference for enhancing the overall level and competitiveness of Chinese education digitalization and better responding to global education challenges.
