摘 要:在“双碳”目标下,有效降低公路货运行业的碳排放具有重要意义。鉴于此,将货运车辆司机作为责任主体,设计了公路货运碳交易机制,包括碳排放数据核算与核查制度、碳排放总量设定及配额分配制度、碳排放交易与监管制度以及碳排放交易奖惩制度。通过案例与情景分析揭示了公路货运碳交易制度的作用机理:在政府对于碳配额总量的调控下,货运车辆司机通过减少车辆行驶里程或使用能耗强度低的车辆减少货运车辆的碳排放量,从而为未来中国公路货运碳交易的顺利推动提供必要的理论基础。Under the“dual carbon”target,it has an important significance to effectively reduce the carbon emissions of the road freight transportation.In view of this,this paper took the divers of freight vehicles as the liability subject,and designed the carbon trading mechanism of road freight transportation,including data accounting and verification of carbon emission,cap and allocation of the carbon quota,carbon emission trading and regulation,reward and punishment mechanism of carbon emission trading.Through case and scenario analysis,this paper revealed the carbon trading system mechanism of road freight transportation:under the government's control of the total amount of carbon allowances,drivers of freight vehicles could reduce the carbon emissions of freight vehicles by reducing the mileage or using vehicles with low energy intensity,thus provided the necessary theoretical basis for the promotion of carbon trading in road freight transportation in the future.
