摘  要:基于“双减”政策背景,采用文献研究、逻辑分析等研究方法,对课外体育培训行业服务监管进行调查研究.当前,课外体育培训行业服务监管面临着现实桎梏:体育非学科培训属性模糊,应试化体育培训难以评判;多部门合作机制尚未建立,协同化监管格局有待形成;课外体育培训覆盖面广泛,精细化监管技术难度较大;行业各机构规模水平不一,具体化监管制度尚不健全等.基于此,提出从两大监管对象、三大监管目标、四大监管方式、五大监管主体、六大监管内容着手,构建课外体育培训行业服务监管体系的思路.最后,提出加强体育培训行业服务监管的具体策略:加强组织领导,提高思想站位;细化监管制度,制定评价标准;强化服务引领,实施精准监管;打造监管平台,推动多元共治.Based on the background of the″Double Reduction″policy,this paper investigated the service supervision of extracurricular sports training industry by using literature research and logical analysis.The current service supervision of the extracurricular sports training industry is faced with some practical constraints which include the ambiguity of the attributes of non-disciplinary sports training,and it is difficult to evaluate the exam-oriented sports training;the multi-departmental cooperation mechanism has not yet been established,and the collaborative supervision pattern has yet to be formed;the extracurricular sports training covers a wide range,and the fine supervision technology is difficult;the scale and level of various institutions in the industry are different,and the concrete regulatory system is not perfect.Based on this,the paper proposes the idea of constructing the service supervision system of extracurricular sports training industry from two major regulatory objects,three major regulatory objectives,four major regulatory methods,five major regulatory subjects and six regulatory contents.Finally,the specific strategies for strengthening the service supervision of the sports training industry are proposed such as strengthening organizational leadership and improving ideological position;refining the regulatory system and formulating evaluation standards;strengthening service guidance and implementing precise supervision;building a regulatory platform and promoting pluralistic co-governance.
