摘  要:脱欧这一政治决策开启了英国的后脱欧时代,使裹挟其中的英国高等教育国际化发展面临巨大挑战。基于科研合作、学生流动与教师流动三大支柱领域,量化剖析其发展面临的区域性失衡与全球发展新趋势。脱欧后英国获取的欧盟科研经费与参与份额被大幅缩减,抑制了英国与欧盟国家间学生与教师的区域性流动,还削弱了英国在欧洲科研合作网络的中心地位,使其在国际教育战略层面转向非欧盟国家。放眼全球,以中国为首的非欧盟国家成为英国科研领域的重要合作伙伴,这些国家流入英国的国际学生和教师快速增长,弥补了英国与欧盟国家间人员流动的区域性失衡,也重塑了英国高等教育国际化发展格局。这对我国高等教育国际化发展的战略规划、政策制定、科研合作及学术流动具有重要的参考价值。The political decision of Brexit has ushered in a post-Brexit era in the UK,posing significant challenges to the internationalization of higher education in the country.By analyzing quantitatively the regional imbalances and global development trends faced in the areas of research cooperation,student mobility,and faculty mobility,after Brexit,the EU has significantly reduced the UK′s access to research funding and participation shares,hindered regional mobility of students and faculty between the UK and EU countries,weakened the UK′s central position in European research cooperation networks,leading to a shift towards non-EU countries in its international education strategy.Globally,non-EU countries,led by China,have become important partners in the UK′s research field,with a rapid increase in international students and faculty flowing into the UK from these countries,addressing the regional imbalances in acedemic mobility between the UK and EU countries and reshaping the pattern of internationalization in UK higher education.This holds significant reference value for China′s strategic planning,policy-making,research cooperation,and academic mobility in the internationalization of higher education.
