摘  要:教师交流轮岗政策是均衡城乡师资配置、促进城乡教育均衡发展的重要举措。我国交流轮岗政策依照“央省决策、市(区)县传达、学校(区)落实”的模式施行,形成委托方、管理方、代理方三层执行主体,自上而下推动教师交流轮岗政策执行落实。在交流轮岗政策执行过程中,面临着权责主体不明确、选派程序不科学、考核机制不健全等政策执行偏差问题;流出校不愿放走优秀教师、流入校难以得到真正需要的教师等双向选择困境问题;违背主观意愿、缺乏归属感、交流动力不足等教师角色适应问题。优化政策执行效果,需健全制度规定,保证政策执行的程序公正;打破校际壁垒,实现交流教师的有序流动;约束激励并行,协助交流教师的身份融入。Teacher exchange rotation policy is an important measure to balance the allocation of urban and rural teachers and promote the balanced development of urban and rural education.China's exchange rotation policy is implemented in accordance with the model of“central and provincial decision-making,city(district)and county communication,school(district)implementation,”forming three executive bodies:principal,manager and agent,and promoting the implementation of teacher exchange rotation policy from top to bottom.In the process of implementing the exchange rotation policy,we are faced with the problems of unclear power and responsibility,unscientific selection procedures,imperfect assessment mechanisms,and other policy implementation deviations.The problem of two-way choice dilemmas,such as the unwillingness of leaving schools to let go of excellent teachers and the difficulty of entering schools to get teachers who are truly needed.Teachers also face role adaptation problems such as violation of subjective will,lack of sense of belonging,and lack of communication motivation.To optimize the effect of policy implementation,it is necessary to improve the system regulations and ensure the procedural justice of policy implementation;to break the inter-school barriers and realize the orderly flow of exchange teachers;and use constraints and incentives in parallel to support the identity integration of exchange teachers.
