摘 要:教育督导制度是现代教育管理体系的重要组成部分,督导是推进教育治理现代化的重要手段。英国教育督导制度改革以“教育标准局”的成立和更名为标志性特征,从原则、职能和方法三个维度深化发展,将督导范围扩展至高等教育,强调规范办学和改进质量。其中,对职前教师教育的督导因跨学段和跨校区而别具特色。在督导原则上,不断提高效率、强化绩效、减轻负担,确保标准统一和流程规范;在督导职能上,强化问责、改进和发展,形成外部“督”与内部“评”的质量管理闭环;在督导方法上,强调证据互验和方法循证,确保督导结论审慎规范。The education inspection system is an important part of the modern education management system,and it is also an important means to promote the modernization of education governance.The reform of British education inspection system is marked by the establishment and renaming of the“Office for Standards in Education”.It has developed in depth from three dimensions of inspection:principles, functions and methods, extended the inspection scope to higher education, and emphasized standardized school running and quality enhancement. Particularly, the inspection of initial teacher education is distinctive as it crosses academic stages and campuses. In the principle of inspection, it continuously improves efficiency, enhances performance, reduces burdens, and ensures unified standards and standardized processes;in terms of inspection functions, it strengthens accountability, improvement and development, and forms a closed loop of quality management of external “supervision” and internal “evaluation”;in terms of inspection methods, the evidence-based methods is emphasized to ensure that the inspection conclusions are prudent and standardized.
