摘 要:中小学体育教师资格制度是保障体育教师质量的根本制度。我国中小学体育教师资格制度的改革历经了“自然获得”阶段(1985—1999年)、“双轨制”阶段(2000—2009年)、“全国统考”阶段(2010—2016年)和“新双轨制”阶段(2017年至今)。中小学体育教师资格制度改革的内在逻辑始终围绕教师资格申请的开放化与认定的专业化展开,改革的逻辑起点是补足体育师资短缺和保障体育师资质量,逻辑线路是开放教师资格申请条件与认定权限,以拓宽体育师资培育渠道、建立专业的教师资格认定标准与认定方式,保障高素质体育教师队伍建设。在“新双轨制”下,我国中小学体育教师资格申请制度、考核制度和定期注册制度在实施中还面临诸多挑战。据此,提出我国中小学体育教师资格制度改革的未来路向:合理设立教师资格申请的弹性制度和前置条件;强化体育教师资格考核制度的专业性和公信力;完善体育教师资格定期注册的考核方式与激励机制。The qualification system of physical education teachers in primary and secondary schools is an important component of the teacher qualification system and the fundamental system to ensure the quality of physical education teachers.The qualification system of physical education teachers in primary and secondary schools in China has gone through the stages of“natural acquisition”(from 1985 to 1999),the stages of“dual-track system”(from 2000 to 2009),the stages of“national unified examination”(from 2010 to 2016),and the stages of“new dual-track system”(from 2017 to present).The internal logic of the reform of physical education teacher qualification system in primary and secondary schools has always revolved around the openness of the teacher qualification applications and the specialization of the recognition.The logical starting point of the reform is to make up for the shortage of physical education teachers and ensure the quality of physical education teachers.The logical route of the reform is to open up the application conditions and recognition authority of teacher qualification to broaden the channels for cultivating physical education teachers,and establish professional teacher qualification standards and methods to ensure the construction of high-quality team of physical education teachers.Under the“new dual-track system”,China’s primary and secondary school physical education teacher qualification application system,assessment system,and regular registration system still face many challenges in implementation.Based on this,the future direction of the reform of China’s primary and secondary physical education teacher qualification system is proposed:Reasonably establish a flexible system and prerequisites for teacher qualification applications;strengthen the professionalism and credibility of the physical education teacher qualification assessment system;improve the assessment methods and incentive mechanisms of regular registration of physical education teacher qualification.
