从“锦上添花”到“雪中送炭”:“双一流”建设的空间溢出效应研究

摘　　要：“双一流”建设布局结构具有空间集聚的特征,从学理上考察“双一流”建设的空间溢出效应,对于深化“双一流”建设的认识及其后续政策安排具有重要现实意义。选用2015-2021年包括一流大学建设高校和一流学科建设高校在内的192所高等院校的校级面板数据,通过准自然实验设计,采用标准DID模型估计“双一流”建设的政策效应,同时纳入空间因素,采用空间DID模型估计“双一流”建设的空间溢出效应。研究发现,由于“双一流”建设承接“211工程”“985工程”等重点大学政策,因而具有“锦上添花”的政策效应,在人才培养、师资队伍建设、科研创新、社会服务和国际交流合作等方面对入选高校产生了积极影响;同时,“双一流”建设产生的空间溢出效应能够激发未入选高校的办学活力、动力,“雪中送炭”地带动临近高校的学术发展和科研产出效率的提高,且估计结果具有稳健性。展望未来,打破人才等级壁垒,以能力为导向,以项目为依托,培育顶尖创新型人才;优化“双一流”建设的空间布局结构,以制度建设加快院校间资源要素的空间流动,凸显空间溢出效应。The layout structure of the“Double First-Class”construction has the characteristics of spatial agglomeration,and it is important to examine the spatial spillover effect from the academic point of view.A quasi-experimental design was adopted to estimate the policy effects of“Double First-Class”construction using a standard DID model,while incorporating spatial factors,using a spatial DID model to estimate the spatial spillover effects.The study found that the construction of“Double First-Class”has the“icing on the cake”effect as it follows the policies of key universities.It has a positive impact on the selected universities in terms of talent training,faculty construction,scientific research and innovation,social services and international exchange and cooperation.At the same time,the spatial spillover effect generated by the“Double First-Class”construction can“send charcoal”to non-selected universities,leading to the improvement of academic development and research output efficiency of nearby universities,and the estimation results are robust.In the future,it is important to break down the barriers of talent hierarchy,to cultivate innovative talents with competence-oriented and project-based approaches,to optimize the spatial layout structure of the“Double First-Class”construction,and to highlight the spatial spillover effect by accelerating the spatial flow of resource elements among institutions.
