摘  要:教育援藏工作具有相当的特殊性、复杂性和艰巨性,针对其实施效果进行科学评价既能把握新时代西藏教育发展的新要求,又能确保教育援藏政策在西藏顺利实施、取得实效。以“支教计划”为例,综合运用层次分析法、模糊综合评价法,从教育政策主体、教育政策客体和教育政策环境三个维度出发构建“支教计划”在西藏实施效果的评价指标体系,并对西藏各地市“支教计划”实施情况进行评估,为西藏未来教育政策的制定和评估提供参考和建议。The work of aiding Tibet in education is so special,complex and arduous that the scientific evaluation of its implementation effect can not only master the new requirements of the educational development in Tibet in the new era,but also can ensure the aid-Tibet policy implemented smoothly and achieve effective results.Tak-ing"Teaching Assistance Programme"as an example,this research constructs the evaluation index system of the implementation effect for the education support programme in Tibet from the three dimensions of the subject of education policy,the object of education policy and the environment of education policy by comprehensively ap-plying Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation.It also evaluates the implementation of the"Teaching Assistance Programme"in various prefectures and municipalities of Tibet so as to provide refer-ence and suggestions for the formulation and evaluation of future education policies for Tibet.
