摘  要:教育评估法律法规是教育评估规范化和法制化的根本保障。“为何”明确教育评估法律法规主要解决评估发展的战略问题,如评估合法性问题、参与边界问题、稳定性问题等。“何位”表明评估法律法规当前所处的历史方位,评估虽已全面进入法律法规视野,但还未形成专门法律及完善体系。“何为”指出未来完善教育评估法律法规的路径和策略,包括开展专门立法和各层级法规配套、建立齐全的教育评估法律法规内容体系、建立健全的教育标准、强化元评估以及法律救济制度等。Laws and regulations for educational evaluation are fundamental for the standardization and legalization of the evaluation.“Why”clarifies that the primary purpose of educational evaluation laws and regulations is to address strategic issues in evaluation development,such as legality,participation boundaries and stability.“What”highlights the current historical status of evaluation laws and regulations.Although evaluation has become a part of the legal and regulatory framework,there is still a lack of specialized laws and a comprehensive system.“How”outlines future paths and strategies for improving educational evaluation laws and regulations,including formulating specialized legislation and supporting regulations at all levels,establishing a comprehensive content system for educational evaluation laws and regulations,setting up robust educational standards,strengthening meta-evaluation,as well as creating a legal remedy system.
