芬兰《2024-2027年国家教育评估计划》战略与启示

摘　　要：芬兰教育评估机制是基于对教育提供方的信任而非问责,自2014年以来对其国家教育发展产生了积极影响。2016年起芬兰教育评估中心每隔四年发布新的国家教育评估计划,多方参与评估过程,独立公开发布评估结果,旨在支持教育提供方做出可持续发展的决策,实现教育公平,提升教育质量。在解读芬兰《2024-2027年国家教育评估计划》的基础上,学习借鉴其国家教育评估计划的先进做法,探讨芬兰教育评估中心的经验,对我国构建具有中国特色、体现世界水平的教育质量监测与评估机制具有一定的启示。Building on trust over accountability is a feature of national education evaluation mechanism in Finland,which has positively impacted the country’s educational development since its reform in 2014.The Finnish Education Evaluation Centre releases the evaluation plan every four years from 2016,organizes different stakeholders to participate in the evaluation activities and publish the evaluation results,independently.The aim of the national evaluation is to support education providers to make sustainable decisions,realize educational equality and further improve educational quality.The article interprets the National Education Evaluation Plan 2024-2027.The advanced experience of Finland would enlighten the construction of inspection and evaluation mechanism with Chinese characteristics and reflecting the world level.
