摘  要:2024年是新中国成立75周年,也是中国以学校形式实施的特殊教育产生150周年。本文根据党的二十届三中全会关于总结和运用改革开放以来特别是新时代全面深化改革的宝贵经验,强调“六个坚持”的精神,阐释新中国特殊教育形成的特色,包括:坚持和发展马克思主义人权观的理论特色、坚持中国共产党领导的制度特色、坚持独立自主改革开放的道路特色、坚持统筹规划特教特办的方略特色和坚持按教育规律办事的学术特色。The year 2024 marks the 75th anniversary of the founding of the People's Republic of China and the 15th anniversary of special education in China in the form of schools.Based on the spirit of the Third Plenary Session of the 20th CPC Central Committee on summing up and applying the valuable experience of comprehensively deepening reform since the reform and opening up,especially in the new era as well as the"six insistences"that must be implemented to further deepen the reform in a comprehensive manner,this paper explains the theoretical characteristics of adhering to and developing the Marxist concept of human rights,the institutional characteristics of adhering to the leadership of the Communist Party of China(CPC),the characteristics of adhering to the road of independent reform and opening up,the characteristics of adhering to the strategy of coordinating and planning the special education and special operation,and the academic characteristics of adhering to the laws of education.
