我国义务教育生均公用经费标准的测算研究——以中部地区某省会城市小学为例

摘  要:义务教育阶段中小学生均公用经费标准以及中央和地方政府对生均公用经费的支出责任划分,是城乡义务教育经费保障机制的重要内容之一。研究采用成本函数法测算了某省会城市的小学生均公用经费标准,发现该城市小学教育产出结果与生均公用经费呈显著正相关,为实现更高水平的教育产出结果,还需进一步提高小学生均公用经费标准,并关注生均公用经费标准在不同规模学校之间的差异。研究结果对中央和地方政府修订义务教育生均公用经费标准具有重要参考价值。The standard of recurrent expenditure per student of compulsory education and the division of expenditure responsibilities of central and local governments for recurrent expenditure per student are the important contents of the funding guarantee mechanism of urban and rural compulsory education.In this paper,the cost function approach is used to estimate the standard of recurrent expenditure per student in a provincial capital city.It is found that there is a significant positive correlation between the outcome of primary school education output and the average recurrent expenditure per student.To achieve a higher level of education output,it is necessary to further improve the standard of recurrent expenditure per student in primary schools and pay attention to the differences between schools of different sizes.This study has some policy implications for the central and local government s per capita recurrent expenditure standards.
