摘　　要：在全球经济疲软、国内经济转型的双重压力下,培育企业创新韧性是迈向世界科技强国的必由之路。鉴于治理实践中主体配合失调、工具形式单一可能导致的政策效力损失,多政策协同议题成为当前科技治理的研究重点。本文借助文本分析法,搜集2010-2022年省份层面的产学研政策文本,从主体与工具层面测度产学研政策协同程度,探索政策协同对企业创新韧性的培育效果、作用路径与边界条件。研究结论表明:(1)产学研政策协同对企业创新韧性具有培育作用,政策主体协同与政策工具协同均能够有效提升企业创新韧性。(2)产学研政策协同对企业创新韧性的培育效果贯穿创新活动全过程,在认知阶段提高企业创新战略的适应能力、运行阶段保障企业创新投入的稳定能力、产出阶段增强企业创新绩效的恢复能力。产学研政策协同对于企业创新韧性的培育效果能够通过强化企业文化、汇聚研发资源、改进产出效率三条路径实现。(3)产学研政策协同对企业创新韧性的培育效果会受到宏观层面与微观层面的边界因素影响。活跃的创新创业环境、良好的政治生态环境能够强化政策协同对企业创新韧性的培育效果;实施双元创新模式、降低管理层短视程度能够提高政策协同对企业创新韧性的培育效果。(4)产学研政策协同所包含的主体协同与工具协同之间不存在替代效应,政策协同对企业创新韧性的培育作用需要二者同时发挥功效。Under the dual pressure of global economic weakness and domestic economic transformation,cultivating corporate innovation resilience is the only way to move towards becoming a world technology powerhouse.This article uses text analysis method to manually collect industry university research policy texts at the provincial level from 2010 to 2022,exploring the impact effect,action path,and boundary conditions of policy synergy on enterprise innovation resilience.The research conclusion indicates that:(1)The synergy of industry,academia,and research policies has a cultivating effect on the innovation resilience of enterprises.The synergy of policy subjects and policy tools can effectively enhance the innovation resilience of enterprises.(2)The synergistic effect of industry university research policies on cultivating enterprise innovation resilience runs through the entire process of innovation activities.The synergistic effect of industry university research policies on cultivating corporate innovation resilience can be achieved through three paths:reshaping corporate culture,alleviating financing constraints,and improving output efficiency.(3)The cultivation effect of industry university research policy synergy on enterprise innovation resilience will be influenced by macro level factors such as innovation and entrepreneurship environment,political ecological environment,and micro level boundary factors such as innovation mode and management myopia.(4)There is no substitute effect between the main body synergy and tool synergy contained in the policy synergy of industry,academia,and research.The cultivation of enterprise innovation resilience through policy synergy requires both to play a role simultaneously.
