小餐饮单位食品安全基层监管难点与对策研究

摘　　要：本文深入探讨了小餐饮单位食品安全基层监管的难点,包括监管对象层面小餐饮单位自身特点导致的监管难题、监管主体层面基层监管力量不足以及监管环境层面法律法规不完善等情况。针对这些难点,提出了相应的监管对策,如推动小餐饮单位落实主体责任、促进小餐饮单位规范化和集约化发展、加强风险监测与评估、实施分级分类监管、强化监管体系建设、完善法律法规并强化执行力度以及提高社会监督力量增强公众意识等,以期为提升小餐饮单位食品安全基层监管水平提供参考。This article deeply discusses the difficulties of grassroots supervision of food safety in small catering units,including the supervision difficulties caused by the characteristics of small catering units at the level of supervision objects,insufficient grassroots supervision forces at the level of supervision subjects,and imperfect laws and regulations at the level of supervision environment.In response to these difficulties,corresponding supervision countermeasures are proposed,such as promoting small catering units to fulfill their main responsibilities,promoting the standardized and intensive development of small catering units,strengthening risk monitoring and assessment,implementing hierarchical and classified supervision,strengthening the construction of the supervision system,improving laws and regulations and strengthening their enforcement,and improving social supervision and enhancing public awareness,in order to provide a reference for improving the grassroots supervision level of food safety in small catering units.
