摘 要:在教育数字化战略背景下,应用数字化手段打破资源壁垒、提升教育教学水平是欠发达地区教育扶贫固脱防返的重要手段。本文首先讨论教育数字化战略为欠发达地区教育发展提供的契机,并阐释欠发达地区通过教育数字化促进教育扶贫固脱防返的重点在于应用、核心在于素养。进而结合当前欠发达地区教育教学数字化基础条件基本具备而教育数字化应用较为落后的实际情况,探讨欠发达地区教育数字化发展中面临的“技能鸿沟”“应用鸿沟”“素养鸿沟”“理念鸿沟”等新数字鸿沟。在此基础上提出应树立凸显数字化价值理性的政策理念、以应用为导向开展培训提升教师数字化素养、构建家校协同育人常态化机制提升家庭数字化能力三方面要点建设政策保障体系,助力破解新数字鸿沟带来的阻碍和挑战,推动欠发达地区教育扶贫固脱防返。In the context of digital education strategy,the application of digital technology to break down resource barriers and improve the level of education and teaching is an important means for underdeveloped areas to achieve education poverty alleviation,stabilization,and prevention of returning to poverty.This paper first discusses the opportunity provided by digital education strategy for the development of education in underdeveloped areas,and explains that the focus of achieving education poverty alleviation,stabilization,and prevention of returning to poverty in underdeveloped areas through digital education strategy is the application and the core issue lies in competence.It further combines the practical situation of the basic conditions of education and teaching digitalization in underdeveloped areas being basically available but the digital application of education being relatively underdeveloped.It discusses the new digital divide such as"skill gap","application gap","literacy gap"and"concept gap"faced in the digital development of education in less developed areas.On this basis,it proposes to establish a policy guarantee system which highlights the digital value rationality,application-oriented training to improve teachers'digital competency,building a normal mechanism to enhance the school-family coordination in education and improve the digital capabilities in families.This can facilitate the solving of the obstacles and challenges brought about by the new digital divide,and promote education poverty alleviation,stabilize poverty alleviation and prevention of returning to poverty in less developed areas.
