摘　　要：近年来,全球范围内突发公共卫生事件频发,给医院应急管理带来严峻的挑战。在这样的背景下,研究选取包含中医、综合性医院在内的10家三级公立医院作为研究对象,结合“问卷星”及专家访谈形式向管理层收集相关数据,了解10家公立医院在突发公共卫生事件下应急管理的现状,对人力资源应急管理及绩效激励进行调查研究;分析突发公共卫生事件下人力资源管理和绩效激励的难点和重点,与常态化管理的差异,总结应急管理、平急结合、平急转化的共性模式。对平急结合模式下的应急人力资源管理和绩效激励的实操做法进行经验分享,为提升公立医院应急服务能力提供借鉴。In recent years,the frequent occurrence of public health emergencies in the world has brought severe challenges to hospital emergency management.Against this backdrop,it selects 10 tertiary public hospitals,including traditional Chinese medicine and comprehensive hospitals,as research objects,and collects relevant data from management through questionnaire surveys and expert interviews;to understand the current situation of emergency management in 10 public hospitals during public health emergencies,conduct a survey and research on human resource emergency management and performance incentives;to analyze the difficulties and key points of human resource management and performance incentives during public health emergencies,and compare them with ordinary management,summarize the common patterns of emergency management,combination of emergency and peacetime situations,and transformation of emergency and peacetime situations.It shares the practical practices of emergency human resource management and performance incentives under the combination of emergency and peacetime situations,provides reference for improving the emergency service capabilities of public hospitals.
