摘　　要：党的二十届三中全会审议通过了《中共中央关于进一步全面深化改革推进中国式现代化的决定》,涵盖了加快教育综合改革、推动国际教育合作、深入推进教育对外开放等旨在加快中国式现代化建设的各个方面,为新时代教育综合改革和教育对外开放指明了方向。深刻领会党的二十届三中全会完善高水平对外开放体制机制的精神,推进新时代教育高水平对外开放,实施更大范围、更宽领域、更深层次的教育对外开放,关键在于运用系统思维加快建设好世界重要教育中心,妥善处理好我国高等教育学科自主知识体系建构过程中的几组关系,准确把握新时代高等教育高水平对外开放的核心维度,以共建“一带一路”高质量发展推进高水平教育对外开放,把为“全球南方”培养工程师作为高等教育对外开放的长期战略。The Third Plenary Session of the 20th CPC Central Committee approved"the determine on advance Chinese path to modernization through further deepening comprehensive reform by the Central Committee of the Communist Party of China",which proposed a series of critical issues including further deepening comprehensive reform of education,promoting international education cooperation,deepening the high-quality development of education opening up in the new era,etc.,it points out the direction for further deepening comprehensive reform and education opening up.Deeply understanding the spirit of improving the high-level opening up system and mechanism of the Third Plenary Session of the 20th Central Committee of the Party,promoting the high-level opening up of education in the new era,and implementing a wider scope,wider field and deeper level of educational opening up,the key is to use systematic thinking to accelerate the construction of a world′s leading education center,to properly handle several relations in the process of building an independent knowledge system for higher education disciplines in China,and to accurately grasp the core dimensions of high-level higher education opening up to the outside world in the new era,to promote high-level opening up of education in order to jointly build high-quality development of the Belt and Road taking the cultivation of engineers for countries in the Global South as a long-term strategy to promote of higher education opening up to the outside world in the new era.
