摘 要:新时代义务教育发展方式变革,是在新发展理念引领下实现义务教育发展要素组合形成的关系形态和运行模式的调整优化过程。其中,优质均衡发展凸显义务教育本质属性和本体价值,是在业已形成的政策和法律保障体系下,按照义务教育发展自身逻辑实现水平跃升;义务教育城乡一体化发展则作为实现城镇化和乡村全面振兴的动力、条件和手段,具有广泛的外部关联性,需要各级党委政府统筹治理、职能部门协同推进。二者在实践中既融通互构,也容易出现矛盾和冲突。为此,需要进一步增强系统思维和统筹治理能力,形成政策联动和统合效应,持续实现以义务教育为主体的基本公共教育服务均等化。这种变革既是义务教育发展成就及现实问题的客观反映,又具有很强的能动性和引领功能,靶向义务教育发展的历史方位和应然坐标。其发展方式变革形成多种进路:顶层统领的政策推动,指标导向的评估推动,以县为主的政府统筹推动。The transformation of the development mode of compulsory education in the new era is an adjustment and optimization process of the relationship,form,and operational mode by the combination of development elements under the guidance of the new development concept.Among them,high-quality and balanced development highlights the essential attributes and ontological values of compulsory education,which is to realize a leap in the level of compulsory education in accordance with the logic of the development of compulsory education under the formed policy and legal guarantee system;while the coordinated development of urban and rural areas in compulsory education,as the driving force,condition and means to achieve urbanization and comprehensive rural revitalization,has extensive external relevance and requires coordinated management by the governments at all levels and promoted by the functionaries in a coordinated manner.The two are interconnected and mutually constructive in practice,but also prone to contradictions and conflicts.Therefore,it is necessary to further enhance the ability of systematic thinking and overall governance,to form policy linkages and synergies,and to continuously achieve equalization of basic public education services with compulsory education as the main body.This kind of transformation is not only an objective reflection of the development achievements and practical problems of compulsory education,but also has a strong initiative and leading function,targeting the historical orientation and expected coordinates of compulsory education development.The transformation of its development mode has formed a variety of approaches,such as top-level policy promotion,indicator-oriented assessment promotion,and county-based government coordination promotion.
